3,968. Urim v'Tumim in the Second Temple

Hilchos Klei HaMikdash 10:9

If a kohein has a wounded finger on Shabbos, he may tie a reed or a cloth that is smaller than three fingerbreadths by three fingerbreadths (approximately 2.25”x2.25”) as a bandage and serve, but if his intention is to squeeze out blood, it is prohibited. It is only permitted so long as the reed or the cloth doesn’t come between his skin and a service vessel while serving.

In the Second Temple, urim v’tumim were made in order to have the requisite eight garments of the Kohein Gadol even though inquiries were not made of them. Inquiries were not made in the Second Temple because God’s spirit didn’t rest there. If a kohein doesn’t speak with the Divine spirit and God’s Presence doesn’t reside there, inquiries are not made of the urim v’tumim.
