The one who burns the red heifer or the bulls (and goats of Yom Kippur) and the one who leads the scapegoat away have their garments rendered ritually unclean. The red heifer, the bulls (and goats) and the scapegoat do not themselves render garments unclean. We observe that the thing that renders the person unclean doesn’t render his clothing unclean; rather, the person renders his clothing unclean.

Parah 8:4

If a person eats carrion from a kosher bird, his clothes are rendered ritually unclean while it’s in his throat but the carrion itself doesn’t render his clothing unclean. We observe that the carrion renders the person unclean but it doesn’t render his clothing unclean; rather, the person renders his clothing unclean.
