Megillah 1:11

The only difference between the Mishkan (Tabernacle) in Shiloh and the Temple in Jerusalem is that in Shiloh lesser offerings and second tithe could be eaten wherever Shiloh could be seen, while in Jerusalem they could only be eaten within the city walls. In both places, the holiest offerings could only be eaten within the enclosure. The level of sanctity from Shiloh allowed private altars to be used after the Mishkan but the sanctity of Jerusalem does not allow private altars after the Temple.

Megillah 2:1

If a person reads the megillah out of order, he does not fulfill his obligation. The same is true if one recites it by heart or reads it translated into a language that he doesn’t understand, though one may read it to others who do understand that language. If a person who speaks a foreign language has the megillah read to him in Hebrew, he has fulfilled his obligation.
