The performance of labor on 14 Nisan is prohibited rabbinically the same as it is on chol hamoed, albeit somewhat more leniently. It is only prohibited to perform acts of labor on 14 Nisan starting at midday because this is when the sacrifice was offered. The permissibility of labor from sunrise until noon is determined by the accepted local practice. In a place where the practice is to perform labor, one may do so; in a place where such is not the practice, one may not do so.

Even in a place where the accepted practice is to perform labor on 14 Nisan, one should not start a task even if he could complete it before noon. The three exceptions to this rule are tailors, barbers and launderers. If other craftsmen began a task before 14 Nisan, they may complete it on 14 Nisan before noon. The reason for this difference is that people do not generally require other labors so much for yom tov.
