Tzitz Eliezer on Whether Women are Obligated to Hear Zachor (12 Adar)

Are women obligated to hear the reading of Parshat Zachor? For all that it seems obvious today, Tzitz Eliezer noted that none of the major halachic compendia addressed the question, and that Torat Chessed (published in the 1880s) took for granted they were not. Why would or wouldn't they be obligated, and how does Tzitz Eliezer rule?
