364. Birkas Kohanim

Even though a person hears the entire Torah piece-by-piece in shul each Shabbos, he is nevertheless required to review the weekly portion on his own each week, twice in the original Hebrew and once in the Targum (the Aramaic translation). If a verse has no Targum, he should review that verse three times in the original Hebrew in order to complete his review of the Torah portion with the community.

Tefillah u’Birkas Kohanim 14:1

In the shacharis, musaf, and ne'ilah services, the kohanim recite birkas kohanim (the priestly benediction). Birkas kohanim is not recited at mincha because people have eaten by mincha so there is a possibility that the kohanim might have had wine. It is prohibited to recite birkas kohanim after drinking alcohol. This is true even on fast days out of concern that people might confuse mincha on fast days with that of other days. (See Halacha 14:2 for exceptions to this statement.)
