“Struck” waters – meaning that they’re salty or lukewarm – are unfit. Failing waters – meaning those that stop once in seven years – are unfit. Waters that stop only in times of war or drought are fit, though Rabbi Yehuda rules them unfit.

Parah 8:10

The waters of the Karmiyon and the Puga (names of rivers) are unfit because they’re swampy. The waters of the Jordan and the Yarmuk are unfit because they’re mixed waters. “Mixed waters” means a fit one and an unfit one mixed together. If two fit waters were mixed, they remain fit, though Rabbi Yehuda rules them unfit.
