The kneading, rolling and baking of the Kohein Gadol’s cakes were performed inside and they supersede Shabbos; their grinding and sifting do not supersede Shabbos. Rabbi Akiva stated a general principle that if work can be performed before Shabbos, it doesn’t supersede Shabbos; if it cannot be performed before Shabbos, then it does supersede Shabbos.

Menachos 11:4

All activities of a flour offering must be performed in a Temple vessel when done inside the courtyard but they need not be done in a vessel outside. The two loaves were seven handbreadths long (about 21 inches) and four handbreadths wide (about 12 inches); their horns were four fingerbreadths tall. The showbread was ten handbreadths long (approx. 30”), five handbreadths wide (approx. 15”), and its horns were seven fingerbreadths tall. Rabbi Yehuda gave a mnemonic to prevent error: ZDD YHZ (7-4-4, 10-5-7). Ben Zoma cited Exodus 25:30, “You shall set showbread (lechem hapanim) on the Table before Me always,” i.e., the bread should have multiple faces (panim – i.e., surfaces).
