Psalms 33:11

עֲצַת ה' לְעוֹלָם תַּעֲמֹד מַחְשְׁבוֹת לִבּוֹ לְדֹר וָדֹר

The counsel of the Hashem stands forever, the thoughts of His “heart” to all generations.

Continuing pesukei d'zimra, the morning verses of praise

The ibn Ezra is quick to point out that “the thoughts of His heart” is allegorical. G-d, of course, doesn’t have a heart, hands or a physical presence of any kind. The choice of words in this verse is meant to parallel and contrast with “the thoughts of the nations,” which is used in the previous verse.
