If an army enters a land in peace, all open barrels of wine in the shops are rendered prohibited, while the sealed barrels remain permitted. In times of war, if an army spread through a city and then departed, even the open barrels remain permitted because they wouldn’t have had time to make libations.

Let’s say that a non-Jew is found standing next to a Jew’s wine cistern. If the Jew owes the non-Jew money and this wine is his collateral, it is rendered prohibited because he feels entitled to reach in and make a libation with it. If it’s not collateral for a loan, then the wine remains permitted to drink.
