2,201. A Great Principle in Prohibitions

There’s a great principle that applies to all Torah prohibitions. A prohibition doesn’t take effect on top of another prohibition unless both prohibitions take effect simultaneously, the second prohibition includes things beyond the thing initially prohibited or the second prohibition combines other things with the first prohibition.
Hilchos Issurei Biah 17:9
Pursuant to the principle stated in the preceding halacha, let’s say that a woman was a widow and she subsequently became a divorcee, then a chalalah and then a zonah. If a Kohein Gadol should be intimate with her, he would receive four sets of lashes for a single act. The first prohibition is that a widow – who is permitted to a regular kohein – is prohibited to a Kohein Gadol.
