1,725. Who May Write a Get
Hilchos Geirushin 3:15
Everyone is qualified to write a get except for a non-Jew, a servant, a person with congenital deafness, a person lacking mental competence and a minor. A woman may even write her own get. If a Jew becomes an apostate or a public Sabbath-desecrator, he is halachically the same as a non-Jew.

The aforementioned five types of people cannot write a get because we cannot assume that a non-Jew has the proper intentions, a person with congenital deafness, a person lacking mental competence and a minor do not have the intellectual capacity, and the laws of marriage and divorce don’t apply to servants. If one of these five types of people writes a get, it is invalid even if it was signed by qualified witnesses and delivered in front of qualified witnesses.
