A get may be written for a man even when his wife isn’t with him so long as the witnesses and the scribe who write and sign know who the man and his wife are. If there are two men in the city with the same name, and their wives have the same name, one may only divorce his wife in front of the other out of concern that one of them might have a get written and give it to the other man’s wife, enabling her to feign being divorced.
Hilchos Geirushin 2:4
In a dangerous situation, we may write a get and deliver it to a woman even though we are not familiar with the couple. The wife is always the one to pay the scribe.
