413. Lesser Garments

59:12 One does not recite a bracha upon acquiring less-significant garments like a shirt or shoes. This is true even of a poor person who is very happy to have them. If a wealthy person buys something that would make an average person happy but it doesn’t really thrill him so much because of his wealth, he would not recite a bracha.

59:13 There is a custom when a person wears a new garment to say to him, “May you wear it out and buy another.” One does not say this on shoes or leather garments, even if made of non-kosher animals, because a replacement necessitates killing a living creature.
