Hilchos Ishus 7:20
Let’s say that a man appoints an agent to consecrate a woman for him, which the agent does based on a condition. In such a case, marriage is not effected. Similarly, if the man told his agent to consecrate her based on a condition but the agent did so without making the condition, or if he made a different stipulation or changed the condition as it had been stated – in all of these cases, marriage is not effected.
Hilchos Ishus 7:21
If the man tells his agent to consecrate the woman in a particular place but he consecrated her elsewhere, marriage is not effected. If he merely told the agent where he could find the woman and the agent consecrated her elsewhere, then marriage is effected. Similarly, if the woman tells her agent to accept kiddushin for her in a particular place, if the agent did so elsewhere, then marriage is not effected. If she merely told the agent where he could find the man and the agent accepted kiddushin elsewhere, then marriage is effected.
