Is Israeli Law Halachically Valid?

The process of shivat tzion includes the development of a Jewish State. How do we integrate a modern state with the ideal of a Jewish state?

Given that Israeli law is predominantly secular law, does Israeli law have any halachic status? Is Israeli law binding for a Halachic Jew?
