The restrictions of a Kohen as a function of his status as a Kohen, not as a result of his doing the avodah.

The mitzvah of birchat kohanim exists within the framework of another mitzvah - the avodah. If so, why is the mitzvah for Kohanim to bless the nation (duchening/birchat kohanim) not in Vayikra?

If duchening is a mitzvah connected to the avodah, why isn't it performed daily (outside the Land of Israel)?
