Hilchos Taaniyos 2:17

Similar to the case in halacha 2:16, if Succos arrives and enough rain hasn’t fallen to fill the pits, the ditches, and the caves that serve as reservoirs, then we fast until enough rain falls to fill the pits. If there isn’t enough water to drink, we fast for rain at any time, even in the summer (which is not the rainy season).

Hilchos Taaniyos 2:18

If rain stops for more than 40 days in the rainy season, it’s a drought. In such a case, we fast and cry out to God until rain falls or until the rainy season ends.
