Exodus 1:22
וַיְצַו פַּרְעֹה לְכָל-עַמּוֹ לֵאמֹר כָּלהַבֵּן הַיִּלּוֹד הַיְאֹרָה תַּשְׁלִיכֻהוּ וְכָל-הַבַּת תְּחַיּוּן
Pharaoh commanded all his people, saying, “Every son that is born you shall cast into the river but every daughter you shall keep alive.”
The Talmud in Sotah (12a) suggests that Pharaoh’s decree applied even to Egyptian males that were born, since for all Pharaoh knew, the prophesied redeemer of the Jews could have been born to an Egyptian woman. Onkelos - whose intended purpose is to clarify the text and not to engage in Midrashim - inserts the phrase “to the Jews” in his translation, limiting the decree only to Jewish babies, as per the simple meaning of the verse.
