Obadiah 1:21
וְעָלוּ מוֹשִׁעִים בְּהַר צִיּוֹן לִשְׁפֹּט אֶת הַר עֵשָׂו וְהָיְתָה לַה' הַמְּלוּכָה
Saviors will ascend Mount Zion to judge the mountain of Esau, and the kingdom will be G-d’s.
One of the verses of G-d’s kingship recited on Rosh Hashana, the Malbim explains this verse to refer to the start of the war of Gog and Magog. Who are the “saviors” referred to in this verse? The Moshiach ben Yosef and the Moshiach ben David (the presumptive messiah from the kingdom of Israel and the actual messiah of the house of David). This is when the seven “shepherds” in Micah 5:4 will go forth. The result will be that everyone will come to recognize G-d alone as King.
