Speech, Thought, and Action - Chochmah, Binah, and Daat

Pirkei Avot 3:3

Devarim 30:14 says Torah is near to you in your heart and mouth to perform it. Shouldn't the order be thought, speech, and then action? Speech is required in order to crystallize a thought that can be turned into an action. This is the progression of chachmah, then bina, then daat. This is also the order of the Shalosh Regalim - Pesach, Shavuot, and then Sukkot
