Psalms 78:38

וְהוּא רַחוּם יְכַפֵּר עָו‍ֹן וְלֹא יַשְׁחִית וְהִרְבָּה לְהָשִׁיב אַפּוֹ וְלֹא יָעִיר כָּל חֲמָתוֹ

But He, being full of compassion, forgives sin and does not destroy; He continuously turns away His anger and does not stir up all His wrath.

Continuing pesukei d'zimra, the morning verses of praise. Rashi explains that, while G-d does occasionally have to punish us, He never unleashes His full wrath upon us. This is because He recognizes that we are only human and that we are led astray by our evil inclinations. This is only a temporary defect because our evil inclinations depart when we die and will not return to us in the Next World.
