Does the Shechina Still Rest on the Hands of the Kohanim? How to Reconcile the Zohar with the Gemara

Why is the congregation prohibited from looking at the hands of the kohanim during birchat kohanim? The Mishna Brurah says that long gazing is prohibited so that we won't get distracted, but just looking is ok. However, Rashi and the Midrash seem to say it's because the shechina still rests on their hands. Which is it?
