Pray for the Welfare of the Secular Government

In Pirkei Avot 3:2 Rabbi Chanina, the Deputy High Priest, says: Pray for the welfare of the government. Rabbeinu Yonah comments that it is the nature of righteous people to be concerned with the welfare of all people.
