R. Uzziel and Tzitz Eliezer on Women's Relationship to Mitzvot from which They're Exempt (29 Tevet)

R. Uzziel notes that women are in general exempt from obligations with a time component to them. Does that mean those obligations are not relevant to them, or they simply need not do them if they choose not to? How does that affect their recitation of a berachah?
