Shoftim: The Only Mitzva for the End of Days - The Cities of Refuge for Mashiach

The Torah itself tells us that in the future we will have to designate another 3 cities of refuge. Rashi says this doesn't refer to the 3 in Israel but 3 extra ones, corresponding to the additional lands promised to Avraham.

Not only is this the only reference to a special mitzvah only to be performed when moshiach comes but why will there be a need for arei miklat!?!
