Sanzer Rebbe on Infringing on Others' Monetary Rights (8 Adar Sheni)

שו"ת דברי חיים ב: מח-מט 8 Adar Sheni 5622 (1862)

One Jew has rented a valuable right (like a license to broadcast sports games, or the right to run some real estate), but then lost it because of his debts (and those of the non-Jew who had rented him this right). Another Jew purchased it and took it over. Is that allowed, halachically and/or as a matter of local ordinance?
