R. Ovadia Hedaya on a Problematic Sefer Torah and Scribe (23 Adar)

What if we don't know who wrote a Sefer Torah? Does a sofer require some form of "semicha"? How do we know whom we can trust to write STa"M.  Just being artistic isn't enough. The Mishnat Chasidim says only to buy Stam from a "mumcheh" (expert) who has received an authorization from someone before him, similar to a shochet.
