454. How to Make Tzitzis Without Techeiles

The number of divisions made on each corner should be no fewer than seven and no more than thirteen. This is just the optimum way to perform the mitzvah; if one made only one division, it is valid. If one winds the techeiles around the greater portion of the tzitzis, it is valid. However, in order to make the techeiles look nice, all the divisions should be in the top third of the strings, while the bottom two-thirds should hang free. One must separate the strings of his tzitzis like one does the hair of his head.

One who makes tzitzis with white strings but no techeiles should take one of the eight strings and wind it around the others, covering one-third of the strings and letting two-thirds hang free.
