There are three geographic areas vis-à-vis the laws of removal: Judah, Transjordan and the Galilee. Each of these is subdivided into three territories. The Galilee includes upper Galilee (from Kfar Chananiah north, wherever sycamore trees don’t grow), lower Galilee (from Kfar Chananiah south, wherever sycamore trees do grow), and the valley (Tiberias and environs). Judah includes the mountain (i.e, mountain range), the plain and the valley. The plain of Lod has the same status as the plain of the south and its mountain is the same as the king’s mountain. From Beis Choron to the sea is one territory.

Sheviis 9:3

Why did the Sages divide the country into these different territories? So that people could eat the produce in each one as long as possible. Rabbi Shimon says they only subdivided Judah into different territories but the other areas have the same status as the king’s mountain. All these territories are the same when it comes to olives and dates.
