Any fish that has scales also has fins but not everything with fins has scales. Any animal that has horns also has hooves but not everything with hooves has horns.

Whatever requires a bracha afterwards also requires a bracha beforehand but not everything that requires a bracha beforehand necessarily requires a bracha afterwards.
