Let’s say that there was a white spot the size of a split bean and there was healthy flesh smaller than the size of a lentil in it. If the bright spot increased in size, it is ritually unclean but if it reduced in size, then it is clean. If the healthy flesh increased in size, it is unclean but if it decreased in size, Rabbi Meir rules it unclean. The Sages rule it clean on the basis that a nega can’t spread within itself.

Negaim 6:4

If a white spot was larger than a split bean and there was healthy flesh in it larger than a lentil, then they are ritually unclean regardless of whether they increase or decrease in size so long as they don’t decrease to smaller than the necessary minimum.
