Negaim may not be inspected in the morning nor the evening, nor inside a house, nor on a cloudy day; this is because the dull white would appear bright. They may not be inspected at noon, because then the bright white would appear dull. Negaim are to be inspected in the third, fourth, fifth, seventh, eighth and ninth hour of the day according to Rabbi Meir; Rabbi Yehuda says in the fourth, fifth, eighth and ninth hour of the day.
Negaim 2:3
A kohein who is blind in one eye or who is visually impaired may not inspect negaim as per Leviticus 13:12, “according to what the kohein can see.” One doesn’t open windows in a dark house in order to inspect its nega.
