3,604. Eating First Fruits Outside Jerusalem

Hilchos Bikkurim 3:2

If part of the first fruits were inside Jerusalem and part were outside, a non-kohein is liable to death from Heaven for eating the part that is inside, which is in all ways considered consecrated. The part that is outside is in all ways considered secular.

Hilchos Bikkurim 3:3

If a kohein eats first fruits outside of Jerusalem after they entered the city walls, he is liable to the penalty of lashes under Biblical law, as per Deuteronomy 12:17: “You may not eat within your gates... the terumah of your hand.” This refers to first fruits, as was discussed in Hilchos Terumah. Similarly, if a kohein eats first fruits in Jerusalem before they’re put down in the Temple courtyard, he is liable to lashes under Biblical law the same as if he ate them outside of Jerusalem. This is because first fruits must be put down in the Temple courtyard as per Deuteronomy 26:10: “You shall place them before the altar of Hashem your God.”
