The Temple official told the kohanim that whoever among them had never yet offered the incense should step forward to participate in a lottery. Whoever won this lottery offered the incense. The official then said that both newcomers and veterans should draw lots to see who would take the limbs up the ramp to the altar. Rabbi Eliezer ben Yaakov says that whoever brought the limbs to the ramp would also bring them up to the altar.
Tamid 5:3
The kohanim who didn’t win any of the lotteries were directed to the Temple staff, who removed their priestly garments from them, leaving only the pants. There were cubbies there, each inscribed with the name of the garment to be stored in it.
