162:14 There are many laws regarding a mikvah. Wherever they make a mikvah, it should only be done by a learned and pious rabbi who us an expert in such matters. When any change, great or small, happens in the mikvah, an authority should immediately be consulted. Similarly, when the mikvah needs to emptied and cleaned, an authority should first be consulted about how to do so.
163:1 It's a positive commandment for a father to circumcise his son or to appoint another Jew as his agent in doing so. The father places the baby on the sandek's knees and puts the scalpel in the mohel's hand. He stands by the mohel during the bris to show that the mohel is acting as his agent. In between the cutting and the separating, the father recites the bracha "Who sanctified us with His commandments and commanded us to bring him into the covenant of our father Abraham." One should make sure to choose the best and most righteous individuals to serve as sandek and mohel. The practice is not to use a sandek who has already served that role for another of his sons. If one has selected a mohel, he cannot go and choose another as per Zephaniah 3:13, "the remnant of Israel will do no wrong and speak no lies." If a mohel was selected and in the meantime he left town, if the father thought he would not return in time so he selected another mohel as a replacement, if the first mohel returned in time, he should perform the bris.
