The rules of demai don’t apply to fragrant oil because we assume that it won’t be consumed. If someone who combs wool buys oil to put in the wool, demai doesn’t apply because it will be absorbed by the wool. However, if a weaver buys oil for between his fingers, demai applies because it is absorbed into his skin. Anointing with oil is always treated the same as drinking.

Hilchos Maaser 13:17

If a non-Jew asks a Jew to apply oil to a wound, he may not use oil from which he knows the requisite tithes have not been taken. He may, however, use demai oil in such a case. If a non-Jew puts oil on a tablet, from which he will apply it to his body, a Jew may sit on that tablet after the non-Jew gets up.
