Jeremiah 2:8

הַכֹּהֲנִים לֹא אָמְרוּ אַיֵּה ה’ וְתֹפְשֵׂי הַתּוֹרָה לֹא יְדָעוּנִי וְהָרֹעִים פָּשְׁעוּ בִי וְהַנְּבִאִים נִבְּאוּ בַבַּעַל וְאַחֲרֵי לֹא יוֹעִלוּ הָלָכוּ

The kohanim did not say, “Where is Hashem?” and those who handle the law did not know Me, and the rulers transgressed against Me; the prophets prophesied by Baal and walked after things that do not profit.

This verse, describing how G-d was ignored by those who should know better, is pretty straightforward except for identifying some of the players. Specifically, who is meant by the “rulers” and “those who handle the law?” Rashi explains that the kings are the rulers and the Sanhedrin are those who handle the law.
