We may not boil terumah wine because this reduces it in volume. We don’t pickle terumah onions in terumah vinegar because doing so ruins the vinegar. We don’t mix terumah grain and pulse (which ruins the grain). Everything that gets separated by sifting through a sieve may be mixed together. When the land of Judah was devasted, the people started mixing different types of grain together and different types of pulse together, though they didn’t mix grain with pulse.

Terumos 11:5

A kohein sifts terumah flour the same way that one sifts regular flour, i.e., he sifts what’s suitable for eating and throws away the bran. If he wants to make fine flour, he can sift it repeatedly until he gets a kav or two of flour from a seah of grain. [There are six kav in a seah; see more here.] He may not discard what’s left because it’s fit to eat. Rather, he should store it in a secure location.
