The territory settled by the Jews who returned from Babylonia is from K’ziv inward to the east. They didn’t take possession from K’ziv outward to Amnah, which is from Samnum until the Nile,* nor did they take possession of K’ziv.

Terumos 1:9

Syria is from Israel down, parallel to Aram Naharaim and Aram Tzovah, the whole Euphrates territory to Babylonia, including Damascus, Achlav, Charan, Migvas, etc., until Shinar and Tzahar. Acco, however, is outside of Israel, like Ashkelon. These are the borders of Israel.
