Zechariah 8:3
כֹּה אָמַר ה’ שַׁבְתִּי אֶל צִיּוֹן וְשָׁכַנְתִּי בְּתוֹךְ יְרוּשָׁלִָם וְנִקְרְאָה יְרוּשָׁלִַם עִיר הָאֱמֶת וְהַר ה’ צְבָקוֹת הַר הַקֹּדֶשׁ
Thus says Hashem: I return to Zion and will dwell in the midst of Jerusalem; and Jerusalem will be called the city of truth; and the mountain of the L-rd of hosts, the holy mountain.
The bracha of Binyan Yerushalayim (the rebuilding of Jerusalem) continues by asking G-d to cause His Presence to dwell in Jerusalem as He has said He would do - a reference to this verse. The Radak – based on a parallel prophecy in Zephaniah chapter 3 - clarifies that this promise actually refers to all of Israel. Jerusalem is singled out in this verse because it is the capital, and because of the references to the Temple Mount.
