Isaiah 1:26

וְאָשִׁיבָה שֹׁפְטַיִךְ כְּבָרִאשֹׁנָה וְיֹעֲצַיִךְ כְּבַתְּחִלָּה אַחֲרֵי כֵן יִקָּרֵא לָךְ עִיר הַצֶּדֶק קִרְיָה נֶאֱמָנָה

I will restore your judges as at first and your counselors as at the beginning. After this, you will be called the city of righteousness, the faithful city.

The eleventh bracha of Shemoneh Esrei is called Din (justice). It references several verses, including this one from the Book of Isaiah. The ibn Ezra explains that the corrupt judges of King Achaz will be removed from office and replaced with honest judges by the righteous King Chizkiyahu; they will be upstanding judges “as at first,” meaning as in the days of Kings David and Solomon.
