Daniel 2:21
וְהוּא מְהַשְׁנֵא עִדָּנַיָּא וְזִמְנַיָּא מְהַעְדֵּה מַלְכִין וּמְהָקֵים מַלְכִין יָהֵב חָכְמְתָא לְחַכִּימִין וּמַנְדְּעָא לְיָדְעֵי בִינָה
He changes the times and the seasons; He removes kings and sets up kings; He gives wisdom to the wise, and knowledge to those who know understanding.
Based on this verse, the Talmud in Brachos (55a) tells us that God only gives wisdom to a person who already possesses wisdom. Because of this, the fourth bracha of Shemoneh Esrei (which is called “Daas” - knowledge) starts by praising G-d for the wisdom we already possess. Only then do we ask Him to further enhance our wisdom.
