3,096. The Prohibition of Mating Mixed Animals

Hilchos Kilayim 9:1

If someone mates a male with a female of a different species, he is liable to the penalty of lashes under Biblical law. This is true of domesticated animals, wild animals, birds, and even of sea-creatures, and it applies both in and out of Israel, as per Leviticus 19:19, “Do not mate your animal mixing species.” This applies both to one’s own animal and those belonging to others. One is not liable to lashes until he actively inserts the male animal’s member; if he just placed one animal on the other or coaxed them with words, he is given stripes for acting rebelliously.

Hilchos Kilayim 9:2

It is permitted to place animals of two different species in the same enclosure and if one sees them mating, he need not separate them. A Jew may not give his animal to a non-Jew to mate it with a different species.
