Isaiah 45:7

יוֹצֵר אוֹר וּבוֹרֵא חֹשֶׁךְ עֹשֶׂה שָׁלוֹם וּבוֹרֵא רָע אֲנִי ה’ עֹשֶׂה כָל אֵלֶּה

I form light and create darkness. I make peace and create evil. I am G-d, the One Who does all these things.

The first bracha leading up to the Shema tells us that G-d forms light and creates darkness, which is based on this verse. Rashi explains this is not only in the sense of illumination, but also metaphysically. “I form light” – for the Jews in exile, when He made Cyrus king, leading to the restoration of the Temple - “and create darkness” – for the Babylonians, who had exiled the Jews for 70 years.
