3,020. Appraising Consecrated Property

On 15 Adar, the court puts other matters aside so that they can look into community needs and matters of consecrated property. They look into things and investigate so that consecrated property and proscriptions will be redeemed, and valuations and actual values will be collected from those who committed them so that everyone will be readied to give the shekalim necessary for Temple maintenance.

Hilchos Arachin Vacharamin 8:2

Consecrated property is only redeemed based on the appraisal of three experts. Similarly, if movable goods are taken as collateral for valuations, they are to be appraised by three. An animal or something similar designated as a valuation is to be appraised by three. However, when it comes to real estate designated as a valuation, or if valuations for people must be collected from real estate, then it is only appraised by ten and one of them must be a kohein, as per Leviticus 27. Similarly, if one commits his own value, the value of person X, or the value of his hand or foot, an appraisal of his value or that of his hand or foot is made by ten, including a kohein.
