When the Jews came to Nov and Givon, private altars were permitted. Kodshei kodashim were eaten within the enclosure, while kodshim kalim could be eaten in all the cities of Israel.
Zevachim 14:8
When they came to Jerusalem, private altars were permanently prohibited, never to be permitted again, because Jerusalem constituted the inheritance referred to in Deuteronomy 12:9, which is perpetual. Kodshei kodashim were eaten within the enclosure, while kodshim kalim and second tithe could be eaten within the Jerusalem city wall.
