More-common things precede less-common things. Daily offerings come before the additional sacrifices (i.e., of special days); the additional sacrifices of Shabbos come before those of Rosh Chodesh; those of Rosh Chodesh come before those of Rosh Hashana. This is derived from Numbers 28:23, “You shall offer these in addition to the burnt offering in the morning, which is a regular burnt offering.”

Holier things precede less-holy things. The blood of sin offerings is sprinkled before that of burnt offerings because it effects atonement. The limbs of a burnt offering are burned before the fats of a sin offering because they are burned in their entirety. A sin offering comes before a guilt offering because its blood is sprinkled on all four horns of the altar, as well as on its base. A guilt offering comes before a thanksgiving offering and the ram of a nazir since it is a sacrifice of greater sanctity. A thanksgiving offering and the ram of a nazir come before a peace offering because they are eaten in one day and must be offered with loaves of bread. A peace offering comes before a firstborn because it requires four sprinklings, the laying of hands, libations and waving the breast and thigh.
