Hilchos Nezirus 10:14

If someone vows, “I will be a nazir if I do A and B” of “if I don’t do C and D,” then he is considered evil and a nazirite vow like this is considered one that is taken by evil people. However, if someone makes a nazirite vow in a holy way, it’s a wonderful and praiseworthy thing. Regarding such a vow, Numbers 6:7-8 tells us that “the crown of his God is on his head... He is holy to God.” Amos 2:11 equates such a person to a prophet, saying, “From your sons, I will raise prophets, and from your youths, nazirs.”

Valuations (arachim) are considered vows of consecration, as per Leviticus 27:2: “When a person makes a vow, making a valuation to God regarding human beings….” This makes a person liable in the prohibitions of not desecrating his word (Numbers 30:3) and not delaying to fulfill his commitment (Deut. 23:22), as well as in the obligation to act according to all that one has committed (Num. 30:3).
