(יב) אֵיכָ֥ה אֶשָּׂ֖א לְבַדִּ֑י טׇרְחֲכֶ֥ם וּמַֽשַּׂאֲכֶ֖ם וְרִֽיבְכֶֽם׃ (יג) הָב֣וּ לָ֠כֶ֠ם אֲנָשִׁ֨ים חֲכָמִ֧ים וּנְבֹנִ֛ים וִידֻעִ֖ים לְשִׁבְטֵיכֶ֑ם וַאֲשִׂימֵ֖ם בְּרָאשֵׁיכֶֽם׃ (יד) וַֽתַּעֲנ֖וּ אֹתִ֑י וַתֹּ֣אמְר֔וּ טֽוֹב־הַדָּבָ֥ר אֲשֶׁר־דִּבַּ֖רְתָּ לַעֲשֽׂוֹת׃ (טו) וָאֶקַּ֞ח אֶת־רָאשֵׁ֣י שִׁבְטֵיכֶ֗ם אֲנָשִׁ֤ים חֲכָמִים֙ וִֽידֻעִ֔ים וָאֶתֵּ֥ן אוֹתָ֛ם רָאשִׁ֖ים עֲלֵיכֶ֑ם שָׂרֵ֨י אֲלָפִ֜ים וְשָׂרֵ֣י מֵא֗וֹת וְשָׂרֵ֤י חֲמִשִּׁים֙ וְשָׂרֵ֣י עֲשָׂרֹ֔ת וְשֹׁטְרִ֖ים לְשִׁבְטֵיכֶֽם׃ (טז) וָאֲצַוֶּה֙ אֶת־שֹׁ֣פְטֵיכֶ֔ם בָּעֵ֥ת הַהִ֖וא לֵאמֹ֑ר שָׁמֹ֤עַ בֵּין־אֲחֵיכֶם֙ וּשְׁפַטְתֶּ֣ם צֶ֔דֶק בֵּֽין־אִ֥ישׁ וּבֵין־אָחִ֖יו וּבֵ֥ין גֵּרֽוֹ׃ (יז) לֹֽא־תַכִּ֨ירוּ פָנִ֜ים בַּמִּשְׁפָּ֗ט כַּקָּטֹ֤ן כַּגָּדֹל֙ תִּשְׁמָע֔וּן לֹ֤א תָג֙וּרוּ֙ מִפְּנֵי־אִ֔ישׁ כִּ֥י הַמִּשְׁפָּ֖ט לֵאלֹהִ֣ים ה֑וּא וְהַדָּבָר֙ אֲשֶׁ֣ר יִקְשֶׁ֣ה מִכֶּ֔ם תַּקְרִב֥וּן אֵלַ֖י וּשְׁמַעְתִּֽיו׃ (יח) וָאֲצַוֶּ֥ה אֶתְכֶ֖ם בָּעֵ֣ת הַהִ֑וא אֵ֥ת כׇּל־הַדְּבָרִ֖ים אֲשֶׁ֥ר תַּעֲשֽׂוּן׃ (יט) וַנִּסַּ֣ע מֵחֹרֵ֗ב וַנֵּ֡לֶךְ אֵ֣ת כׇּל־הַמִּדְבָּ֣ר הַגָּדוֹל֩ וְהַנּוֹרָ֨א הַה֜וּא אֲשֶׁ֣ר רְאִיתֶ֗ם דֶּ֚רֶךְ הַ֣ר הָֽאֱמֹרִ֔י כַּאֲשֶׁ֥ר צִוָּ֛ה יְהֹוָ֥ה אֱלֹהֵ֖ינוּ אֹתָ֑נוּ וַנָּבֹ֕א עַ֖ד קָדֵ֥שׁ בַּרְנֵֽעַ׃ (כ) וָאֹמַ֖ר אֲלֵכֶ֑ם בָּאתֶם֙ עַד־הַ֣ר הָאֱמֹרִ֔י אֲשֶׁר־יְהֹוָ֥ה אֱלֹהֵ֖ינוּ נֹתֵ֥ן לָֽנוּ׃ (כא) רְ֠אֵ֠ה נָתַ֨ן יְהֹוָ֧ה אֱלֹהֶ֛יךָ לְפָנֶ֖יךָ אֶת־הָאָ֑רֶץ עֲלֵ֣ה רֵ֗שׁ כַּאֲשֶׁר֩ דִּבֶּ֨ר יְהֹוָ֜ה אֱלֹהֵ֤י אֲבֹתֶ֙יךָ֙ לָ֔ךְ אַל־תִּירָ֖א וְאַל־תֵּחָֽת׃
(יב) אֶכְדֵּין אֵסוֹבַר בִּלְחוֹדִי טָרְחֲכוֹן וְעִסְקֵיכוֹן וְדִינְכוֹן: (יג) הָבוּ לְכוֹן גֻּבְרִין חַכִּימִין וְסוּכְלְתָנוּן וּמַדְּעָן לְשִׁבְטֵיכוֹן וֶאֱמַנִּנּוּן רֵישִׁין עֲלֵיכוֹן: (יד) וַאֲתֶבְתּוּן יָתִי וַאֲמַרְתּוּן תַּקִּין פִּתְגָּמָא דִּי מַלֶּלְתָּא לְמֶעְבָּד: (טו) וּדְבָרִית יָת רֵישֵׁי שִׁבְטֵיכוֹן גֻּבְרִין חַכִּימִין וּמַדְּעָן וּמַנֵּתִי יָתְהוֹן רֵישִׁין עֲלֵיכוֹן רַבָּנֵי אַלְפִין וְרַבָּנֵי מָאֲוָתָא וְרַבָּנֵי חַמְשִׁין וְרַבָּנֵי עִשּׂוֹרְיָתָא וְסָרְכִין לְשִׁבְטֵיכוֹן: (טז) וּפַקֵּדִית יָת דַּיָנֵיכוֹן בְּעִדָּנָא הַהִיא לְמֵימָר שְׁמָעוּ בֵּין אֲחֵיכוֹן וּתְדוּנוּן קוּשְׁטָא בֵּין גַּבְרָא וּבֵין אֲחוּהִי וּבֵין גִּיּוֹרֵיהּ: (יז) לָא תִשְׁתְּמוֹדְעוּן אַפִּין בְּדִינָא מִלֵּי זְעֵרָא כְרַבָּא תִּשְׁמְעוּן לָא תִדְחֲלוּן מִן קֳדָם גַּבְרָא אֲרֵי דִינָא דַּיְיָ הוּא וּפִתְגָּמָא דִּי יִקְשֵׁי מִנְּכוֹן תְּקָרְבוּן לְוָתִי וְאֶשְׁמְעִנֵּיהּ: (יח) וּפַקֵּדִית יָתְכוֹן בְּעִדָּנָא הַהִיא יָת כָּל פִּתְגָּמַיָּא דִּי תַעְבְּדוּן: (יט) וּנְטַלְנָא מֵחֹרֵב וְהַלִּיכְנָא יָת כָּל מַדְבְּרָא רַבָּא וּדְחִילָא הַהוּא דִּי חֲזֵיתוּן אֹרַח טוּרָא דֶאֱמֹרָאָה כְּמָא דִי פַקִּיד יְיָ אֱלָהָנָא יָתָנָא וַאֲתֵינָא עַד רְקַם גֵּיאָה: (כ) וַאֲמָרִית לְכוֹן אֲתֵיתוּן עַד טוּרָא דֶאֱמֹרָאָה דַּיְיָ אֱלָהָנָא יָהֵב לָנָא: (כא) חֲזֵי יְהַב יְיָ אֱלָהָךְ קֳדָמָךְ יָת אַרְעָא סַק אַחֲסַן כְּמָא דִי מַלִּיל יְיָ אֱלָהָא דַאֲבָהָתָךְ לָךְ לָא תִדְחַל וְלָא תִתְּבָר:
12. How can I alone carry your trouble, your transactions and your court cases?[1] 13. Choose for yourselves wise, understanding and learned[2] men for your tribes and I will appoint them as heads over you.’ 14. You answered me and said, ‘The thing that you said to do is appropriate.’[3] 15. I took the heads of your tribes, wise and learned men, and I appointed them heads over you – leaders of thousands, and leaders of hundreds, and leaders of fifties, and leaders of tens, and officers for your tribes. 16. I commanded your judges at that time, saying, ‘Listen between your brethren and judge the truth[4] between a man and between his brother, and between his convert.[5] 17. You shall not recognize faces[6] in judgment; the words of the small like the words of the great you shall hear. Do not fear before a person because judgment is Hashem’s.[7] And the matter that is too hard for you, you shall bring to me and I will hear it.’ 18. I commanded you at that time all the things that you shall do. 19. We traveled from Choreiv and we went (through) the great and terrible wilderness, that which you saw, the way to the mountain of the Amorites, as Hashem our God commanded us. We came to R’kam Geiah. 20. I said to you, ‘You have come to the mountain of the Amorites that Hashem our God gives us. 21. See, Hashem your God has given the land before you. Ascend, inherit as Hashem, the God of your fathers, said to you. Don’t fear and don’t be broken.’[8]
